La Comisión Administradora del Río Uruguay is an international organization created by the Argentine and Eastern Republics of Uruguay as a concretion of their willingness to institutionalize a system of global management of the Uruguay River in the section of the same that they share. This Commission was constituted by the "Statute of the Uruguay River", signed between both Platense countries on February 26, 1975 and has as its main antecedent“El Tratado de Limites del Río Uruguay”of April 7, 1961. The purpose of its creation responds to the idea of ??having a suitable mechanism for an "optimal and rational use of the River" (Art.1 of the Statute). The two countries, through the adoption of joint decisions on matters of common interest, find the desired coordination of their actions, experiences and aspirations. To these effects it is that they have been given the responsibility to carry out all those tasks that are part of their ample competence in order to ensure the constant obtaining of the purpose that motivates their existence. The Uruguay River Administrative Commission is therefore a modern and advanced international instrument for the administration of a shared water resource, in full expression of the high integrationist spirit of the States that would give it life. The different ways in which the Uruguay River can be used (navigation, fishing, bed and subsoil, etc.) need to be legally regulated. The C.A.R.U has the power to prepare and dictate a series of regulations aimed at achieving the guarantees and the aforementioned system. This set of rules is known as "DIGESTO ON USES OF THE URUGUAY RIVER".
